Brett Lambert

 

Brett Lambert is Vice President of Corporate Strategy for Northrop Grumman Corporation. Prior to joining Northrop Grumman in 2015, he was an Executive-in-Residence with Renaissance Strategic Advisors, a Senior Associate at the Center for Strategic and International Studies (CSIS), a Senior Fellow at the National Defense Industrial Association (NDIA), and served on several corporate and security boards of both public and private companies involved in national security. Mr. Lambert is a life member of the Council on Foreign Relations a Board Member of the Henry L. Stimson Center.

 

From 2009 – 2013, Mr. Lambert was the Deputy Assistant Secretary of Defense for Manufacturing and Industrial Base Policy. In this position Mr. Lambert served as the principal advisor to the USD (AT&L) on all matters relating to the defense industrial base, including industrial capabilities and assessments; defense industry mergers, acquisitions and consolidation; preservation of essential industries and technologies; and other industrial related matters.  Mr. Lambert was responsible for the oversight of transactions referred to the Committee on Foreign Investment in the United States (CFIUS) as well as domestic transactions which fell under Hart Scott Rodino (HSR) required review.

 

In 2011 Mr. Lambert led President Obama’s effort at the Department of Defense to establish the first National Network for Manufacturing Innovation site, which culminated in the selection of additive manufacturing (3D printing) as the focal point for the Administration’s pursuit of a manufacturing renaissance.  This activity was a component of his manufacturing portfolio, which included the oversight of the Department’s ManTech efforts as well as both Title I and Title III of the Defense Production Act (DPA).

 

In 2011 he was awarded the Secretary of Defense Medal for Outstanding Public Service and in 2013 he was awarded the Secretary of Defense Medal for Distinguished Public Service, the highest award from the Secretary available to a non-career civilian.  Also in 2013, Mr. Lambert was awarded the National Defense Industrial Association (NDIA) Gold Medal, the highest honor awarded by the industry organization which has over 1,700 corporate and 80,000 private members, for his efforts in support of the defense industrial base while in office.

 

Prior to joining the DoD, Mr. Lambert spent 20 years working with defense and intelligence firms.   Beginning in 1989, Mr. Lambert held positions of increasing responsibility at DFI International, a national security consultancy he built with the founder and which he assisted in selling in 2007. At the conclusion of his tenure with DFI, Mr. Lambert held the titles of Executive Vice President of DFI International and Managing Director of DFI Investment Partners. He was also the company’s Ethics Officer and served as a member of the Board of Directors. Mr. Lambert specialized in technology assessments, strategic planning, and market analyses for defense, intelligence, and space companies. His engagements assisted client’s identification and quantification of new or evolving markets, described the political and business environments in which they operated, and provided execution guidance to ensure the implementation of successful ventures. Mr. Lambert also worked closely with a number of leading venture funds, merchant banks, and private equity firms in support of their national security portfolio companies.

 

Before joining DFI, Mr. Lambert worked for the US Department of State at the American Embassy in New Delhi. Prior to this, he attended graduate school at Jawaharlal Nehru University on a Rotary Graduate Scholarship he received during his senior year at Kansas State University. He also worked as an independent journalist in India, Pakistan, and Burma.

 

Mr. Lambert is an avid mountaineer with high altitude experience on four continents. He lives in Chevy Chase, MD with his wife and two daughters. He also maintains the small family farm in Densmore, Kansas where he was raised by his mother and grandparents.
