Rachel Horning



Born and raised in Los Angeles, California Rachel Horning attended UC Berkeley where she received her bachelor’s degree in Sociology and Public Policy. She is passionate about making the world a better place through service to others, and is a self proclaimed “policy ninja and tech connector.”


From 2012 to 2014 Ms. Horning worked as the Communications Director at the LAX Coastal Chamber of Commerce where she oversaw digital content distribution with a focus on partnerships, business advocacy, and branding strategy.
In what turned from a passion project into an enterprise during her tenure at the LAX Coastal Chamber, Ms. Horning created Connect to Tech L.A., the glue between traditional business, tech startups, and local government. It was not uncommon for young startup founders and long time brick and mortar business owners to meet and learn from one another through a sharing and open environment created at multiple Connect to Tech LA events. In 2014 Ms. Horning also launched LAX CoWorking space out of the Chamber’s under utilized boardroom, an innovative way for the Chamber to increase revenue, while serving members of the Silicon Beach and South Bay communities – which remains open today.
Excited about understanding and influencing the ways in which public policy drives the local, state and federal economy, Ms. Horning decided to join the LA County Business Federation policy team in 2014 as Policy Manager. BizFed works to advocate for positive public policy, legislation, manageable regulations, taxes and fees, and foster business owner civic and social engagement. The bold action, timely intelligence sharing, and empowerment through organizing chambers of commerce, trade groups, ethnic business associations, and business improvement districts create a force multiplier effect that strengthens the voice of business to intersect with government at every level to advance a shared agenda critical for economic vitality.

Facets of her role with BizFed include providing a strong voice for the LA County business sector, with a major focus on cultivating a stronger bond between the tech industry and the local, state, and federal government. She also oversees BizFed’s International Trade, Workforce Development, and Polling Committees and is producing BizFed’s Vietnam Trade Mission in August 2016.

After spending 4 years contributing to and shaping the tech community in Los Angeles, Ms. Horning co-founded Startups in the Sky, LLC in early 2015 with the simple goal of building a stronger pipeline between West LA’s Silicon Beach community, and DTLA’s tech ecosystem. Today, Startups in the Sky with corporate partner Brookfield is the largest running tech-event series in DTLA, convening 300 startup founders, digital media specialists, artists, civic leaders, and entrepreneurs every month. Startups from all over LA come together to demo their products and services, participate in uniquely curated panel discussions, brainstorm new ideas, and meet one another.
A native of Los Angeles, California, Ms. Horning currently resides in Downtown, Los Angeles where she gets her “New York” fix, without the snow in the winter. She welcomes speaking and panel moderation opportunities.
